Learning Objectives Upon completion of this module on “Licensing Functions”, the participants should gain understanding of the key aspects of the following topics: • Concept of Licensing in Telecom sector • Linkage of DoT, TRAI and TDSAT • Unified Licenses, VNO license and role of AS division • License for Carrier Services and Role of CS division • Licence for Data Division and role of DS division • M2M licenses and management of Saral Sanchar portal • Satellite License • Assessment of AGR, License fee and Role of LFA and LFP division
Course Contents The aforesaid module will cover the licensing functions of DoT as per the uploaded time table
Target Population ITS 2019 Batch
Pedagogy The course methodology will be as follows: • Each day from 28th February 2022 to 4 March 2022(except on 1st Match 2022 which is official Holiday), the online live lectures shall be held and same shall be recorded and made available to the participants. The entire module shall be conducted on Team Platform. • There is total 24 lectures including one lecture each on i) Registration and introduction to the course, ii) Test / quiz & iii) Feedback and Evaluation • Duration of each lecture is one hour. • Quiz / test will be conducted on the last day of the module, 4th March 2022. • All announcements for all events (lectures, quiz test etc will be given in a timely manner (prior to the event) by the course Director (PR).

Expected Outcomes After completion of the course, it is expected from the participants that they should understand the role of Access Services (AS), Carrier Services (CS), Data Services (DS), Satellite Division, Network Technology (NT) division in issuing and management of Telecom License. Further, role of Licensing Financial Assessment (LFA), and Licensing Finance Policy (LFP) for assessment of AGR and License Fee, issuing demand notices etc. may also be understood by the participants.
