As per Allocation of Business Rules, 1961 of Government of India amended upto 12th January 2004
the mandate given to Department of Telecom includes:
Para 3 " Promotion of standardization, research and development in telecommunications."
Para 5 " Financial assistance for the furtherance of research and study in telecommunications
technology and for building up adequately trained manpower for telecom programme, including :
a) Assistance to institutions, assistance to scientific institutions and to universities for
advanced scientific study and research, and
b) Grant of scholarships to students in educational institutions and other norms of financial
aid to individuals including those going abroad for studies in the field of telecommunications."
In line with above, NTP-2012 envisages:
a. To strengthen and develop National Telecom Institute for Policy Research, Innovation and Training (NTIPRIT)
as an institute of international repute, for capacity building and enabling research in India centric
technologies and policies in telecom domain.
b. To set up a comprehensive repository in NTIPRIT for disseminating telecom field related information,
standards, benchmarks, resources, program curriculum, etc.
c. To develop other training institutes under Department of Telecom and its organizations as national
level telecom schools of excellence for imparting training to Govt./PSU officials and other stakeholders.
d. To promote and augment vocational and non-formal training institutes in urban and rural areas to cater to
the skill and training needs of telecom sector.
e. To encourage collaboration with premier educational institutes like IITs and telecom research organizations
of excellence for directing research and development to field problems.
